REGULATION OF ETHNOSOCIAL AND ETHNOPOLITICAL RELATIONS BY TERRITORIAL BODIES OF THE MIGRATION SERVICE IN THE CITY OF KYIV (1995–2000)

Abstract

The purpose of the study is to conduct a comprehensive historical analysis of the activities of the territorial bodies of the Migration Service in Kyiv in the field of regulating ethno-social and ethno-political relations (1995–2000). The article is based on a combination of the principles of historicism, scientific objectivity, and systematicity. This approach made it possible to provide an unbiased account of the logical changes in the historical process of the study. Based on an interdisciplinary approach, logical, historical-comparative, historical-genetic, subject-chronological, and retrospective research methods were used. The scientific novelty of the study lies in the comprehensive assessment of the activities of the territorial bodies of the Migration Service in Kyiv in the field of regulating ethnosocial and ethno-political relations (1995–2000), a systematic analysis of their formation and the problems that arose in the course of the practical implementation of state policy in the field of migration. For the first time, based on unpublished archival documents from the Central State Archives of the Higher Authorities and Administration of Ukraine, the specific features of the practical activities of the territorial bodies of the Migration Service in the city of Kyiv have been identified and systematized. The institutional dualism of management, where the functions of migration control were combined with the promotion of the development of national minorities, was analyzed. It was established that the city of Kyiv was a special object of regulation and became a key platform for the concentration of national-cultural societies, while the territorial bodies of the migration service contributed to the regulation of immigration flows, the socio-cultural adaptation of legal migrants and asylum seekers, and established dialogue between ethnic groups in order to avoid conflicts. The effectiveness of regulation was significantly limited by chronic resource shortages, institutional instability, and the lack of clear methodological approaches to integration processes.
