INFORMATION AND COMMUNICATION ACTIVITIES OF THE OCU AND THE UOC (MP) IN THE CONTEXT OF FULL-SCALE WAR: A COMPARATIVE ANALYSIS

The issue of the impact of the ban on the Russian Orthodox Church (ROC) in Ukraine is relevant primarily in the context of the implementation of the Law of Ukraine 3894-IX “On the Protection of the Constitutional Order in the Sphere of Activities of Religious Organizations” dated 08/20/2024. During the study, special attention is paid to the substantive consideration of the specified law. In particular, the emphasis is placed on its legislative components of Section I, which characterizes the features of the activities of foreign religious organizations in Ukraine. The stated issue is considered to determine the legislative justifications for the ban on the ROC in wartime. The article presents the first approvals by the State Service of Ukraine for Ethnopolitics and Freedom of Conscience (DESS) of religious organizations in Ukraine that are recognized as affiliated with the ROC. In particular, this concerns the “Kyiv Metropolis of the Ukrainian Orthodox Church” and the “Koretsky Holy Trinity Women’s Stavropegial Monastery of the Moscow Patriarchate”. The results of the DESS examination of the activities of the “Eparchy of the Odessa Eparchy of the Russian Orthodox Church Abroad” are also presented, during the inspection of the functioning of which no signs of affiliation with the ROC were found. Since the introduction of the Law of Ukraine 3894-IX, the issue of legal justifications and implementation of the legal mechanism for checking the activities of religious organizations for violations of the legislation of Ukraine has remained open. And subsequent court decisions based on the results of the examinations. For objectivity, the article provides a review of the first results of the DESS inspections of the affiliation of religious organizations in Ukraine with the ROC. The above examples can be used to objectively characterize the specifics of the impact of the ban on the ROC in Ukraine on the UOC (MP).
